Human Resources Director

Position Overview

• Responsible for the management of all personnel functions of Oregon Supported Living Program.  Works closely with the Executive Director, supporting the management team. The position is expected to be familiar with all operations of the agency so that appropriate supports can be given.
• Reports to the Executive Director.
• Directly supervises the Administrative Assistant/Receptionist and Human Resources Assistant.

Essential Job Functions:

• Function as a trusted advisor to managers and supervisors while guiding and coaching them on successful problem/conflict resolution and performance management, while following collective bargaining agreement and employee handbook. Investigate and resolve employee relations issues and coach managers and employees on employee relations matters to ensure that employment actions are well documented per company policy and are not arbitrary or discriminatory. Assist with disciplinary action creation and delivery, up to and including termination.  Support/oversight for staff and managers regarding documentation requirements. After delivery, track corrective actions electronically. Prepare and retain notes from corrective action meetings.
• Provide leadership and support to managers and employees in the areas of performance counseling, performance evaluations, employee retention, policy and union contract interpretation and implementation, conflict resolution, and legal/contractual requirements.
• Prepare and respond to requests for information for unemployment claims, submit within specified time frames; manage unemployment claims; represent the agency in claim hearings; cooperate with legal representatives of the agency when necessary.
• Support/oversight for position openings – posted and distributed, advertisement/recruiting, review of applications, interviews coordinated and conducted (including note taking during interview), references/background checks completed, follow-up contact with candidates (internal and external).  Participate in job fairs, find resources to recruit, maintain postings and relationships with outside resources (i.e. Employment Department, LCC, etc.)
• Review of weekly job postings; coordination of job bid process; oversight of job bid completion; interviews coordinated and conducted; follow-up with internal candidates (selected and not selected).
• Update employee handbook as needed.
• Prepare and submit all HR related end-of-year reports, including EEO-1, OSHA 300, employment survey, etc.
• Support/oversight in worker compensation claims management; file claims and respond in a timely manner; review incident/injury/accident reports and respond appropriately; provide safety trainings to Managers, Assistant Managers, supervisory staff.
• Ensure group homes follow OSHA rules and regulations, including OSHA documentation as required (i.e. OSHA 300 log, safety posters, etc.).
• Prepare and respond to requests for Family Medical Leave, including notification of appropriate personnel and tracking of deadlines for documentation, including release to return to work.
• Active participation in union contract interpretation, negotiations, response to grievances.  Attend Labor Management Committee meetings.
• Maintenance of protective services investigation complaints, accusations.
• Training oversight for all current staff – including orientations for new staff (providing the training), tracking required trainings (or renewals), provide ongoing trainings for supervisors whether directly providing, or coordinate through outside resources.  Participate in Program Manager retreat and provide appropriate training.
• Oversight of maintenance of personnel files, both current active employees and past employees.
• Provide reference check/employment verifications for current/past employees.
• Participate in weekly 1:1 with Executive Director, Bi-weekly Administration team meeting, Monthly Program Manager meeting; occasional attendance at Assistant Manager meeting.  Follow-up and completion of requests/projects from each.
• Keep abreast of legislation affecting human resources and recommend relevant process/handbook policies; train management and monitor company policies for compliance.
• Manage and mentor the HR Assistant and Administrative Assistant/Receptionist.
• Uphold the utmost level of confidentiality in the execution of the role.
• Act in a fair and consistent manner with all employees.

• Ability to positively interact with persons supported, co-workers, and management.
• Ability to effectively send and receive verbal communication using the English language.

Aptitude Requirements

• Bachelor’s Degree in related field, or equivalent experience. Membership in HR related organizations desired. PHR/SPHR/SHRM-CP preferred.
• Must be able to read English and write it legibly.
• Able to perform basic math functions.
• Must have the ability to analyze, reason, and make decisions.
• Must be able to learn and retain new skills.

Environmental Factors

• Most work is performed in an office environment.
• Occasional exposure to outside elements.
